Yes, artifact vehicles do have summoning sickness, similar to creatures. In Magic: The Gathering, summoning sickness prevents a creature from attacking or using tap abilities on the turn it enters the battlefield under your control. Artifact vehicles, while not creatures when they enter the battlefield, become creatures once "crewed" by tapping any number of creatures with total power equal to or greater than the vehicle's crew number. Even though the vehicle may start as an artifact, once it becomes a creature, it is subject to the rules of summoning sickness if it hasn't been under your control since the beginning of your turn. Therefore, unless you give it haste or it has been under your control from the beginning of your turn, a freshly crewed vehicle won't be able to attack or use tap abilities that same turn.
