It is mentioned that the total amount of coal consumption should be strictly and reasonably controlled. By 2025, coal consumption in key areas of the province will be about 10% lower than that in 2020, with emphasis on reducing non-electric coal. New, reconstruction and expansion coal projects in key areas shall be replaced by equal amount or reduction of coal in accordance with the law, and those with imperfect substitution plans shall not be examined and approved; the use of highly polluting fuels such as petroleum coke, coke, blue carbon and oil shale shall not be used as alternative measures for coal reduction.

The "implementation plan" is clear, guiding the orderly adjustment and optimization of iron and steel, cement, coking, electrolytic aluminum and other industries. By 2025, the 2500 t / d cement clinker production line (except special cement clinker and chemical cement clinker production line) will all be integrated and withdrawn.
