A few days ago, the Shaanxi Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission and the Provincial Department of Ecological Environment jointly issued the "implementation Plan of carbon Dafeng in Shaanxi Nonferrous Metals Industry" (hereinafter referred to as "implementation Plan"). In order to promote energy conservation and carbon reduction of the whole industry chain, promote the recycling of resources, strengthen the research and development and application of technology and strengthen the construction of green manufacturing system, and promote the development of high-end, intelligent and green industry.

The 21st Century Economic report reporter learned from the Shaanxi Provincial Department of Industry and Information Technology that during the 14th five-year Plan period, the industrial structure and energy use structure of non-ferrous metals in Shaanxi Province were significantly optimized, and important progress was made in the promotion and application of green and low-carbon technology in the production of non-ferrous metal products.

Improving the energy structure of non-ferrous metals

Specifically, the energy consumption and carbon emission intensity per unit of key products such as electrolytic aluminum, magnesium and zinc are further reduced, the supply of recycled metals accounts for more than 24%, and the production capacity above the energy efficiency benchmark level of lead and zinc smelting exceeds 30%. The production capacity of aluminum, lead and zinc industries below the energy efficiency benchmark level is basically zero.

In addition, the implementation Plan requires that we pay close attention to the key links of smelting and production of products with high energy consumption and high carbon emissions, such as aluminum, zinc and magnesium, and set national and industry access standards. we should reasonably control the smelting capacity of non-ferrous metals in Shaanxi Province as well as the increment of energy consumption and carbon emissions. At the same time, we will make every effort to promote innovation and breakthroughs in low-carbon technologies, processes and equipment in key links, enhance the supply of key common technologies, actively promote the application of new products, processes and equipment, and promote the overall upgrading of the non-ferrous metals industry.

In terms of low carbon, the implementation Plan clearly mentioned that during the 15th five-year Plan period, the energy consumption of key varieties of non-ferrous metals in Shaanxi Province reached the international advanced level, and the proportion of recycled metal supply continued to rise. the industrial system of green, low-carbon and circular development has been basically established. The industrial layout and structure will be further optimized to ensure that the carbon peak of the non-ferrous metals industry will be achieved by 2030.

Make efforts to cultivate industrial innovation clusters

It is worth mentioning that, as a major energy province, Shaanxi not only has coal, molybdenum, gold, non-metallic building materials, geothermal and other minerals, including non-ferrous metals, precious metals, ferrous metals and all kinds of non-metallic mineral reserves.

For example, titanium-based rare metals, as the country's largest production base of titanium and titanium alloys, Shaanxi currently has more than 800 related enterprises, 6 national professional R & D platforms in the field of titanium and titanium alloys, and 19 national and provincial enterprise technology centers.

The 21st Century Economic report reporter learned from the Shaanxi Provincial Development and Reform Commission that at present, Shaanxi is gradually forming an industrial chain of "purchased sponge titanium-titanium ingots-titanium processing materials-titanium alloy materials-titanium composite materials-titanium products" and a relatively complete industrial service chain.

It is reported that in 2023, Shaanxi processed about 100000 tons of titanium, an increase of 13.6 percent over the same period last year, accounting for 60 percent and 45 percent of the national and global total processing volume, respectively, with an output value of more than 80 billion yuan.

The Action Plan for cultivating 100 billion Grade Titanium and Titanium Alloy Industry Innovation clusters in Shaanxi Province, issued at the beginning of April, clearly mentioned that Shaanxi strives to have a titanium processing scale of 110000 tons in 2025, and China's market share is more than 65%. The formation of Xi'an, Baoji plate composed of an annual output value of more than 100 billion yuan of international first-class titanium and titanium alloy industry cluster.

At the same time, we should give full play to the leading role of leading enterprises, attract upstream and downstream supporting enterprises, and create a world-class titanium and titanium alloy industry innovation cluster with clear leading industries, division of labor and cooperation, and mutual support.

In addition, the output of magnesium metal in Shaanxi ranks first in the world for 11 consecutive years. In 2023, the province produced 470000 tons of metal magnesium, accounting for about 60% of the country and 50% of the world, with an output value of more than 15 billion yuan.

Non-ferrous metals will become an important component of the transformation and development of Shaanxi energy industry. Focusing on the industry level, the above "implementation plan" requires the creation of a number of non-ferrous metal industry clusters. Specific to various prefectures and cities in Shaanxi Province, we will focus on promoting the development of advanced metal materials based on titanium-based rare metals in Xi'an and Baoji, and focus on building the core area of the new materials industry in Guanzhong. At the same time, with Yulin and Tongchuan as regional centers, we will support the development of advanced metal materials such as aluminum-magnesium alloys, and promote Weinan and Shangluo to actively develop molybdenum, vanadium and zinc-based advanced metal materials and rare and precious metal deep processing industries. realize the characteristic development of non-ferrous metal materials industry.
