       On December 21, 2023, the State Council Tariff Commission's Announcement on the 2024 Tariff Adjustment Plan (Taxation Committee Announcement No. 10 of 2023) Adjustment of import and export tariff items in the 2024 tariff adjustment plan: Under the existing titanium dioxide tariff number column 3206.1110, a new sub-heading "rutile content ≥99.8%, lightness (dry powder L*) ≥99.0", the tariff number is listed as: 3206.1111, and the technical basis is the standard "Chlorinated Titanium Dioxide Pigments"(TCNCIA 01016-2021).

  In order to promote the rapid development of China's chlorinated titanium dioxide industry, the China Coatings Industry Association, together with the China Petroleum and Chemical Industry Federation and the State General Administration of Customs, has developed a standard "Chlorinated Titanium Dioxide Pigments" on the basis of early communication. After more than three years of unremitting efforts, we have conducted industry research and conducted research in the State Customs General Administration and the Tax Administration Bureau of the General Administration of Customs (Guangzhou), the Customs Department of the Ministry of Finance, With the strong support of the Ministry of Industry and Information Technology and other relevant national departments and the China Petroleum and Chemical Industry Federation, and with the cooperation and support of various chlorinated titanium dioxide companies, the application for additional tax items for chlorinated titanium dioxide products has been completed. The addition of tax items for chlorinated titanium dioxide products will be conducive to the research on relevant incentive policies for such products and production processes, and will play an important role in promoting the technological progress and international competitiveness of China's chlorinated titanium dioxide industry.

  According to the customs, starting from January 1, 2024, for titanium dioxide products with "rutile content ≥99.8%, lightness (dry powder L*) ≥99.0", the new tariff code will be used when declaring import and export trade. Listed as: 3206.1111, the customs will conduct management and data statistics on imported and exported chlorinated titanium dioxide products according to this tariff code.
