The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the State Administration for Market Regulation, and the National Energy Administration jointly issued the notice on "Energy Efficiency Benchmarking Levels and Benchmark Levels in Key Industrial Fields (2023 Edition)".
According to the content of the notice, in order to further promote energy conservation and carbon reduction, the state has expanded the scope of energy efficiency constraints, including 11 areas such as radial tires into the scope of transformation and upgrading.
It is understood that the reference standard for benchmark levels and benchmark levels for radial tire manufacturing is GB29449. Energy efficiency benchmark levels and benchmark levels in key areas are dynamically adjusted depending on industry development and standard formulation and revision.
The notice requires that transformation and upgrading work should be promoted in categories according to the requirements of energy efficiency benchmark levels and benchmark levels. For projects planned and under construction, construction should be carried out in accordance with the requirements of energy efficiency benchmark levels and strive to reach the benchmark level. For existing projects with energy efficiency between benchmark and benchmark levels, enterprises are encouraged to adopt green and low-carbon process technology and equipment to improve the overall energy efficiency level. For existing projects with energy efficiency below the benchmark level, all localities should clarify the time limit for transformation and elimination, formulate annual plans, and guide enterprises to carry out technological transformation or elimination in an orderly manner.
For 11 areas such as the newly added radial tires, the notice requires that in principle, technical transformation or elimination be completed before the end of 2026.
The notice also emphasized that all localities should fully realize the importance of strengthening energy efficiency constraints and promoting energy conservation and carbon reduction. We must base ourselves on local actual conditions, adhere to the concept of system, respect market rules, refine work requirements, and strengthen the implementation of responsibilities. At the same time, we will steadily and orderly promote energy-saving and carbon-reduction technological transformation, avoid excessive intervention and unrealistic carbon reduction methods, ensure the stable operation of industrial and supply chains, and ensure stable economic and social development.
