Zhoushan Maritime Seizes Typhoon Window to Ensure the Unloading of 115,000 Tons of Thermal Coal

On the afternoon of August 5, the "Dingxin 112" vessel at the coal terminal of Guoneng Zhejiang Zhoushan Power Plant successfully departed after completing the unloading of thermal coal, followed by the "Dingxin 116" vessel docking for operations. Typhoon No. 13 of this year, "White Dolphin," is expected to affect the Zhoushan waters starting the night of August 6. The Zhoushan maritime authorities seized the precious window of opportunity before the typhoon's impact, fully organizing the emergency unloading of thermal coal. The two vessels cumulatively unloaded 115,000 tons of thermal coal, laying a solid foundation for safe and stable power supply in the Zhoushan area during the typhoon period.

It is understood that Guoneng Zhejiang Zhoushan Power Plant is the only main power supply station on Zhoushan Island, fully ensuring electricity for industrial production and residential life across the island. It serves as the core energy hub for local livelihood and supply security. Currently, it is the peak summer electricity consumption period, with the power plant consuming an average of 16,000 tons of coal daily, and the pressure to ensure coal supply for power generation continues to increase. Maritime authorities learned in advance that the power plant's coal reserves at the time could only sustain three days of normal operation. Missing the operational window would result in restricted navigation in the waters after the typhoon's arrival, leading to a coal supply gap at the power plant and directly affecting the safety of regional power supply.

To safeguard the baseline of electricity for people's livelihoods, the Zhoushan maritime authorities proactively assessed the typhoon's path and maritime navigation conditions, actively coordinated with the power plant and terminal, and quickly initiated a special supply security mechanism for key livelihood energy materials. For the thermal coal transportation guarantee work, a green channel for key materials was specially opened, implementing services such as "priority port entry, priority docking, and priority unloading" for thermal coal vessels. A dedicated guarantee plan was formulated for each thermal coal vessel, achieving precise full-process escort.

During operations, the maritime authorities adopted a three-dimensional supervision model combining aerial drone inspections and on-site patrol boats to maintain navigation order in the port area and identify various operational safety hazards. Law enforcement personnel boarded vessels to meticulously inspect key equipment and facilities such as fire safety, life-saving equipment, communication and navigation systems, and mooring ropes. Simultaneously, they conducted typhoon safety awareness campaigns to reinforce the responsibility for safe vessel operations. Additionally, they actively collaborated with the terminal to optimize operational processes and reduce non-operational time, maximizing vessel turnover and the efficiency of coal loading and unloading.

After completing the emergency unloading of thermal coal, the maritime authorities promptly guided the two transport vessels to safe waters to shelter from the wind and avoid risks. While ensuring energy supply security, they comprehensively fortified the safety defense line for maritime transportation during the typhoon season.
