In the face of the wind and rain threats brought by Typhoon "White Dolphin," the Yangtze River Nanjing Waterway Bureau has taken on the responsibility of flood and typhoon prevention. With a focus on "early deployment, early inspection, and early implementation," they have fortified the safety defenses of the Nanjing section of the Yangtze River waterway, ensuring the smooth flow of the waterway, the safe navigation of vessels, and the security of waterway facilities.

On-site inspections and comprehensive checks to strengthen the foundation for typhoon prevention. On August 6, the leadership of the Yangtze River Nanjing Waterway Bureau led a team to the front lines to conduct a comprehensive special inspection for typhoon prevention. The inspection team visited major docks, navigation mark maintenance bases, operation sites, and construction areas within the jurisdiction to conduct precise supervision of the implementation of typhoon defense measures. The team meticulously inspected key aspects such as the fastening of large components on pontoons, floating docks, and operational vessels, sealing of hatches, protection of electrical equipment, and the smoothness of drainage systems, leaving no blind spots. They systematically identified safety hazards and urged on-site rectification of weak points. For identified risks and hazards, they required immediate rectification and closed-loop implementation to thoroughly eliminate safety risks such as equipment loosening, water ingress, and malfunctions, comprehensively strengthening the foundation for typhoon safety in the jurisdiction's waterways and ensuring no blind spots or gaps in the preliminary prevention work.

Precise deployment and activation of emergency response to enter a state of readiness. On August 7, in response to the typhoon's dynamics and changes in water conditions within the jurisdiction, the Yangtze River Nanjing Waterway Bureau officially activated a Level IV typhoon emergency response, placing the entire region in a state of emergency readiness for typhoon prevention. After the typhoon warning was issued, the bureau adhered to a bottom-line mindset and upheld the work principles of "proactive defense, forward positioning, and full readiness." They organized a special meeting on typhoon prevention deployment, combining the distribution of waterways and the actual deployment of vessels within the jurisdiction to accurately assess various risks and hazards. They further refined key prevention points, job responsibilities, and emergency response procedures. At the meeting, Zhou Bijun, Director of the Yangtze River Nanjing Waterway Bureau, set clear requirements for typhoon prevention work, emphasizing the need to attach great importance to it ideologically, strengthen risk assessment of the typhoon's trajectory, enhance duty readiness and emergency response, and ensure solid progress in post-disaster recovery and resumption of work.

Full readiness, strict and detailed implementation of prevention measures. After the emergency response was activated, the entire bureau quickly entered an emergency operational state, strictly implementing a 24-hour leadership on-duty system and a system of middle-level cadres being on duty. They ensured smooth communication channels for reporting information between upper and lower levels and for departmental coordination, while tracking typhoon dynamics, hydrological changes, and navigation environment changes in real time. At the same time, they coordinated and advanced typhoon prevention work across the entire region, strengthened dynamic monitoring of digital waterways, increased the frequency of navigation mark inspections and maintenance, and promptly repaired displaced or abnormal navigation marks to ensure the smooth and safe operation of the waterway. They conducted a second round of reinforcement inspections on all operational vessels, facilities, equipment, and dock pontoons, closely monitoring the rectification of identified problems and hazards to prevent safety accidents caused by typhoon weather. Additionally, the bureau's emergency rescue teams and emergency equipment and materials were fully prepared and on standby to handle waterway emergencies and unexpected incidents, making every effort to safeguard the safety and stability of the jurisdiction's waterways.
