Liaoning Deploys Six Major Tasks to Build a Safe Maritime Zone

Recently, the Liaoning Provincial Government Office issued the "Implementation Plan for the Construction of Safe Maritime Areas in Liaoning Province" (referred to as the "Plan"). This is an important institutional achievement for Liaoning, based on the actual development of the marine economy and systematically addressing maritime safety risks. It marks a new stage in the province's maritime safety governance system characterized by "clear responsibilities, efficient coordination, strong prevention and control, and adequate guarantees."

The "Plan," led by the Liaoning Maritime Bureau, uses the full-region routing system along Liaoning's coastline as a focal point, balancing safety management and marine industry development. It outlines six key construction tasks: streamlining navigation order by addressing behaviors such as obstructive fishing and illegal anchoring in waterways; empowering intelligent supervision to achieve dynamic control of vessel movements at all times; enhancing coordinated law enforcement by improving the three-tier water traffic safety coordination mechanism at the provincial, municipal, and county levels to form enforcement synergy; standardizing industry development by promoting reforms in land-island transportation and piloting yacht rental standardization in Dalian to guide the regulated and scaled development of the yacht cultural tourism industry; strengthening the legal foundation by optimizing supporting systems for maritime rescue and yacht safety management; and building a robust emergency defense line to comprehensively enhance the ability to handle maritime emergencies.

The "Plan" addresses the institutional shortcomings in Liaoning's provincial-level maritime safety governance, resolves cross-regional and cross-industry governance challenges, and establishes a normalized working mechanism for joint patrols, clue transfers, and coordinated handling. It achieves a positive interaction between safety management and industry development, providing solid support for the high-quality development of Liaoning's marine economy.
